Parmer County was created in 1876 and organized in 1907. Farwell, its county seat, sits on the Texas–New Mexico border opposite Texico. Friona, Bovina and Lazbuddie are other communities in an agricultural landscape shaped by farming, ranching and rail transport.

Parmer County lies on the Llano Estacado in the southwestern Texas Panhandle. Its creation in 1876 and organization in 1907 mark two different stages in the establishment of county government.
